The creators user name is shiyamasaleem and her/his one and only post in these forums was in August 2016. They have never uploaded anything to the DLS.
A Google search for that <kuid> returned only 2 "hits". One of them was from these forums last year and the other from an external website - both were asking the same question "Where can I find it"?
If you do a Google search for Timothy the Silver Tank Engine you will find a website with a link to a .cdp file - but I can give no guarantees as to what it contains or even if it is what you want.
