It sounds like our YDM's which are now used as shunters....so nothing found better than WDM-3D.

WDM chugging is like music to ears...

The Chugging is mainly from the prime mover, so find an loco with the same prime mover & you'll probably get some chugging. Your WDM-2 is originally an Alco engine, that uses the Alco 251 prime mover (all this from a simple wiki search). So find something else with the Alco 251, and it might chug.

All WDM and YDM of Indian Railways are ALCO.

WDM4's are still deployed on long-distance intercity services here. One of the design principles was "make the tree-huggers miserable".

Lot of fuel is saved through throttle down technique.

Yeah but now they have been modified with APU technology which saves fuel.
