Trainz driver permits you to drive trains in the default routes and scenarios packed with it, but you do not have any of the surveyor functions. This means you cannot create any new materials, such as a new route, or download creations by other Trainzers.
The Trainz simulator is the full program, so you can do everything associated with Trainz.
