If you have installed HOG correctly, in accordance with the instructions laid down by Wewain, there should be only one folder for the installation. You should have created a folder called HOG on your machine and for each of the four versions of the program, installed to this folder, each one overwriting the previous. This leaves you with the legacy of Doshog.exe in the root folder, along with the more recent Hog.exe (which is the *.exe file you actually use) and a number of other files, including the aforementioned tile_blank.dat and texture.txt files.. There should also be two sub-folders; PRESETS and IMAGES (that is how it is for me).
As for the issue with the colours, Geophil has hit the nail on the head - you have somehow managed to switch between the hog64_default colour set and the hog_tiger colour set. To fix your problem, you must copy the hog_tiger.txt file from the PRESETS folder into the HOG root folder, delete the existing TEXTURES.txt file and then rename the copied hog_tiger.txt file to TEXTURES.txt (note the use of capital letters). HOG looks for this file as it's guide to which colours to use for the creation of the textures on the terrain in Trainz. As has been noted, the default_64 colour set is designed for use with aerial images and the hog_tiger set is designed specifically for so-called TIGER data...
