No what it is saying is you have selected something like a layout that has more than 100 MB of dependencies so it won't allow you to downlead anything. It's just the way the system works. Choices are either buy a first class ticket for $10 for a year or download with ftp but then you'll need to do the same for every dependency, takes a lot of time up.

What it actually means is more likely to be the first answer by Johnathon Whelan of Canada, because you have snail pace internet and this makes more sense. However, if you have managed to download 100mb on dial up, then BStyles of the opposing, rival nation, the USofA is more likely to be right. Please settle the confrontation before someone crosses a border.

I downloaded the UMR First Snow route, and it had more than 100 MB of assets. I did just fine with CMP downloading them with the 100 MB a day limit.
Its extremely simple. I just leave my computer on overnight to download my 100 MB per day quota while I sleep. So far, I've downloaded 1 gigabyte from the DLS this way.
