I'm thinking of joining Club Car. I was noticing that there have not been any beta's mentioned in the past couple months. Is the Reading and Northern beta still going?

yes the Rbmn is still going and the Rbmn locos are up as well, also there is a free csx f40ph for DL.

JR usually doesn't beta their products. The Club Car is generally used to get early releases on new content (ie the new Dash 9s) and to get permanent discounts on most items if I'm not mistaken.

The permanent discount alone is worth more than the betas or early releases. It pays for itself in no time at all.
