There was also a question on this recently in the TS2009 area, but your question is a little better defined than the one that started that thread.

I know of one way; there are others. That way is to change the "maxspeed" value in the locomotive's enginespec config file. Note that the value there is not in mph or km/hr but something like meters/sec but not quite. My rule-of-thumb conversion factor from mph to whatever it is, is to divide by 2.236136 (approximately :)). 25mph = 11.18 maxspeed units.

However, this only applies to CTC mode. To change maximum speed in cab mode you have to change values in the throttle notch table. It is very easy to foul this up and make your locomotive nearly immobile; be sure to save a copy of the pre-modification config file in case you mess up.

Of course this doesn't keep you from accelerating way beyond the "max" speed running downhill with the brakes off.
 
It's easy to change the top speed of a locomotive, at least I know how to do an F7 diesel.
1. Open content creator.
2. Click to "installed" tab.
3. In the "search" box at the left, enter F7. In a couple of seconds all the content with F7
engines will list.
4. Find the engine you want to modify, and right click it.
5. Click "view dependencies".
6. Highlight "F7"where it shows "kuid 1:42004202".
7. Click "view in main list at bottom.
8. Find the kuid "1:42004202" in the list, and right click.
9. Click "edit in Explorer".
10. Click "config txt".
11. Scroll down until you come to "throttle power".
12. For me, I went down to " 8 (= run 8).
13. Notice the eleven entries.
14. I changed the next to last entry from 45 to 70, and the last entry from 0 to 35.
15. Click "file", then "save", then close this window, and the next window, getting you back to
the "assets text view" window.
16. You MUST now commit, by right clicking on kuid 1:42004202, then click "edit" then click
commit.
Your F7 powered locomotives will now run above 75 MPH.
