There is a button on your Trainz Launcher - Settings -Install tab called "Instructions for moving your content" It will tell you how to move the large data folder to another location.
basically I'd backup the user data file then delete ts19, then reinstall it on the new drive. Link to the data file and your done. It's simpler if you just want to move the data file.
No, it does not change the install of the executables. Keep in mind that there will always be a placeholder folder in C:/User/username/appdata/local/N3V, but the only thing that has to be there is a single small file that pints to the path of the data file once moved.
My understanding is that if you download the installation files then you always get the latest, including SPs.

The userdata-redirect-map.txt files were a bit of a mess so I tidied those up as well. They were pointing to installations that haven't existed for years.

Not if you keep your existing data-folder. All that stuff remains along with your account credentials. When you reconnect TRS19 to your existing data-folder all is happy again. What's even better is it's not even necessary to do a DBR since the program and database are separate but connected entities.
