Yes, there is. Check any of the CCGs and there you will find information of how to set the speed, density, rate of output, colour etc. You do the changes in the config.txt of the locomotive but make sure you back this up first, just in case something goes pear shape.

The Content Creators Guide 04 tells you on page 123 all the different smoke tags and what is required to be changed. If the locomotive uses Twinkle to create its smoke, then one uses a different way of adjusting smoke properties and since I never used Twinkle myself, someone else might help you, if indeed this is the case.

the same is said for steam locomotives but the one thing that is different from diesels is the fuel they burn!

I always have my "particle effects" performance setting turned up to the max !
