Carson Car Shops download issue

I've had this problem for some time now, and just pushed it to the back burner and moved on, but I'd like to see if there's a solution.
When I attempt to download an asset from CCS, it opens my opening '17 screen, but then nothing. It doesn't install.
I'm primarily using '19, but if I can even get the asset into '17 I can simply bundle it up and import it into '19
How do I get the asset to install or better yet, simply download the cdp?

I may be wrong but you can download all his stuff from the DLS I believe. External links to items on the DLS used to start up download helper but I think that quit working a while ago. Just search for his username, Pencil42.
