Can't purchase First Class Ticket.

I'm attempting to purchase a 1 Year First Year Ticket, and it keeps on Declining my transaction. All the numbers and info matches up, but it keep declining. How do I resolve this? There doesn't seem to be a Phone Number on the website to call for assistance. Any help?
