User ID 59931 is assigned to a user with a usernamd of "Amazing Mike (Reptile)", who seems to have been based in the Netherlands, and who may, or may not still be active. There are three posts in the forum from a user with an ID "reptile", all in November, 2007. There do not seem to be any posts with a user ID of "Amazing Mike".
I can't tell who had the User ID 149682, but it appears to be a reasonable proposition that the user is Russian. When I did an internet search using my favorites search engine, I found that the file with the KUID assigned to that number seems to have been, and may still be resident on some p-2-p networks.
Interestingly, I found at least two other prior posts seeking exactly the same KUID's you're seeking here; perhaps you have a double you don't know about yet.
