Build 116243
The Bulk Asset Update / Replace Tool in Surveyor Classic cannot be moved once selected
It's locked in the top LH corner
Never had this problem before this update
Just tried it in build 116271 and it is moving freely. There was a post about this being an issue in an earlier build or builds and that it will/has been fixed, so perhaps an update to built 116271 is needed.
