Is there a test route that's electrified out there?

Look for "Riverside". There is one version that is electrified. Make sure the search include TRS2004 content. It should run in TS12 though.

DowntownTraction will certainly run in TS12.

Please define "good test route". It is hard to guess what you define as good.

Note that a stretch of track does not have to be electrified in trainz to test electric trains, so a bunch of empty baseboards with a long stretch of track could already do "the trick".
Again; depends on your definition of "good".
