Amtrak P32 from Jointed Rail Start/Stop

i noticed a GE Start sound in the locomitive sound effect library. is there a way that i can start up and shut down my locomotive? its the Amtrak P32 Phase 3 from jointed rail

I believe it just means going from idle, to a forward or backward motion.
