If we would have read the Trainz WBE 2009 info we would have seen that it was just a builder with some new content. WBE 09 has all the old content with many issues resolved.

That's how I read the announcement ... also what I paid for .

Given time content will come ( some would come sooner if not for some other clowns licencing restrictions )

I too think it is worth it and would pay more for the Engineer's Edition. Especially with the 20% discount from purchasing the WBE..
