Almost every asset is outdated

I went into Content Manager, and nearly all the locomotives and other assets are below 4.5 or 4.6, I'm not sure if that can affect my TRS19, but if it can then I can't download the assets. My question is why do they even keep the outdated assets in DSL?
 
They are only outdated for the later versions of Trainz but many members still build and run the earlier versions going back in excess of twenty years. This video on YouTube will give you a little of the history. Peter

T:ANE assets are from 3.9 to 4.5, depending on SP number, but they should all work in TRS19. The lower the asset build number the less likely that an asset will work in higher versions of Trainz but there are lots of exceptions to that general rule.

I don't know where you are looking but setting up a search filter in Content Manager for all locomotives on the DLS with build numbers from 4.6 to 5.0 (for TRS19) as shown below:-

Category = Locomotive
Obsolete = False
Out of date = False
On download station = True
Minimum build version = 4.6
AND NOT
Minimum build version = 5.1


revealed 4106 current (not obsoleted) locomotives (plus engine specs and sounds) specifically created for TRS19 (but will also work on later Trainz versions).
 
Scenery objects in particular don't need to be the latest version and often a content creator will create in TS19 or TS22 but upload them with an earlier version to make them available to more people. For example I create in TS22 but upload in TANE.
