AI Running out of steam, literally

I'm having some troubles with steam locomotives controlled by the AI literally running out of steam. This, of course, clogs up the whole railroad. Real steam locomotives don't run out of steam that quickly without something being seriously wrong. Any thoughts?

I've also noticed that several locomotives will refuse AI control entirely -- I try scripting them with driver commands and they just sit there. Replacing the locomotive makes things work fine, so it's not a problem with the path or command sequence. ?????
 
Running out of steam ? AI's usually keep going regardless. Which ones run out of steam. Which refuse AI control ? Loco has to have driver with commands or it won't move.
 
The locomotives I'm noticing right now are the B&O and Western Maryland engines from the DLS. I'm trying to set up a session on the Cumberland to Connelsville layout, and all my steam-powered automated traffic is stalling. The locos stall, and if I take over manual control they show about 25-30 psi in the boiler.
