AI on loading a save does not work anymore

I am assuming aircraft are AI. I have Dave Snow's Cotton Belt and it has quite a few aircraft flying around along with other things like boats and tractors. When I load a saved file all aircraft is just hanging in the air and the boats and tractors are sitting still. Not sure when this started as I did the first load save of TRS19 yesterday. Everything works on initial startup of the session.

There is an issue with TRS19 where loading a saved game appears to take a while before everything settles in. Signals are black, some remain red while the trains pass through them, and then signals work and other things come alive.

The opposite is drivers start forgetting what they were busy doing, run signals, or sit there at junctions even if the levers are correct. The immediate signal will be red while those further up are reacting to the closer AI driver. Saving and exiting the session and returning seems to clear this most of the time. Sometimes just pressing the pause and then resuming after a minute or two seems to prolong the normal operation for a bit longer.

I reported this issue actually in T:ANE, and found then that changing the signals to a different kind helped so I went with that, however, that doesn't seem to matter now with TRS19.

My feeling is this is related to timeouts, and I noticed it occurred more after the code was introduced for the interlocking towers. The code for the ITs is yet another layer in the already AI mess we've got. I might be working off the wrong hat here, but putting two and two together is a bit more than a coincidence.
