Are you using the old Surveyor Classic Legacy Water or the new Surveyor 2.0 Water Effect Layer?
If it is the Legacy Water then use the F1 Terrain Tool Water Height controls. For the Water Effect Layer select the Brush Tool and the Water Effect Layer and then use the Tool Options Palette brush controls (see S20 Effect_Layers)
