Adding Pics to Threads?

This may not be the correct place to post this, but I'm sure someone here can answer it...sometimes I would like to be able to post pictures to better-illustrate a question or share things. I see folks doing that all the time in other threads and it's always interesting to see what others are doing. But when I click the insert picture, it asks me for a URL. I'm not interested in creating a website just so I can share the occasional picture here...how does one acquire premission to add pics in that way (so they appear in the body of the post, as opposed to a link)?

I ask specifically now because I'm working on some reskinning projects that I see myself wanting to share screencaps of later for feedback.
