Access Denied

Trying to use Pev's tools. When trying to convert .pm to .im, I get a
"file access denied" pop up. When editing a config.txt file, I try to save and get ..."file access denied". Running in admin mode. Wasn't a problem in the past, just recently. Can't think of any changes that I have made. Is there a generic solution, am I doing it wrong? Trying to fix locos and rolling stock, so its not just one type. ?????
 
The access denied message will pop up for some locos and /or rollingstock that has been locked. I don't know how to lock anthing, I think it is something only Auran/N3V can do.

It's set using 2 tags in the config file by the content creator. It was implemented starting with TRS2006. If the config is set up to restrict access once it's loaded into the game the content can't be changed by anybody including Auran/N3V or the original creator. [It has to be deleted and re installed with new privileges set.- EDIT since apparently the content has to be in a .ja file and thus built-in for this container to work it can't be deleted so probably requires re-isuing the .ja file] IIRC there's a possible way to get around it and access the content if you have TRS04 and I think it's been mentioned before in the forums somewhere.

EDIT - It's 3 tags in the priveleges container that control it.
The privileges container supports the following tags. Each tag is show here with its default value.

It should be noted that this container only takes effect when content is packaged for distribution with Trainz or an official Trainz addon pack
