? about the TrainLink II in cabs

i never really understood the device. can some one describe to me on how it works

this device links the cab up with the end of train device. it allows reading of air pressure on the end of the train as well as a way to initiate an emergency brake from there. it also contains a counter that can be used to measure distance traveled.

so its like a secondary e brake if something goes wrong up front?
