Any more pics besides that one? Maybe some side views?
Anyways, from the looks of it I'd say it was maybe some sort of box or baggage car that once had wood filling in between the steel frames. Just a guess.

Perhaps I shouldn't guess from across the pond, but looking at the intermediate uprights, I would guess an NG steel framed wooden boxcar with an end door to load timber etc.

I would guess a caboose by the round roof and it looks to short for a baggage car. Very few round roof box cars in US and all I know of where all wood.

You might be closer to it than he is. When seeing the picture, the Hijaz railway is the only one that comes to mind. If my guess is right, the bottom picture on this page shows similar cars intact.
At any rate, it is definitely a boxcar. If it is on the Hijaz, I don't know what was hauled in them. At least I do know why there is no wood on the car; the natives would steal any wood that was left alone for firewood. That's also why the Hijaz was built on steel ties.
Edit: Never occurred to me to find the website with the picture. Uyuni, Bolivia is the location. Now I need to research that.
Now that I'm on the right track, I find this which suggests that it was an outside brace boxcar (note torched frame members at the top), which leads me to believe that it looked like the car in this picture in its heyday.
ive seen a car like that in a book it said "This car was burried in a sandstorm in austrailua"..So it might be in austrailua but it said the cars name but i forgot the cars name and i donno were the book is now:hehe:
