I hope I am in the right forum category. Is there a way to get a engine to hank the horn or whistle just before it starts to move, backward or forward?

Sure.
I don't see any reason why pressing the appropriate button would not work at that moment.

You could try the Hornz command. Put that in your driver's schedule and put in the back-destination in his queue. He'll honk the horn then backup to that trackmark, station, or industry.

Why don't you press the + button on the numeric keypad?

That's what most of us do in Driver to get the whistle to sound at any time.
