$0.00 USD ATSF Dash 8 on DLC Store?

Out of curiosity, what is causing the ATSF C40-8W locomotive addon by JR on the Trainz Store to be labeled as costing zero bucks? I'm looking to figure out what is going on in case it may be a glitch or intentional.

I installed it into Trainz Plus a while ago and oddly it didn't install a session for Kickstarter 2. I could swear that it did in TRS19. Check that, it installed a session in TANE, Kickstarter County

That's pretty cool that it is a freebie. I wonder why they picked that model specifically. It isn't listed on JR's store.
