Question, need clarification on the term "End Sills"

I am looking into a design of a GATX 1939 tanker and it states it is 40' 11" 7/8 over " end sills" of a type 30 frame. I am not finding a diagram for this name on tank cars. Is this possibly what is also called a strike plate??
