Hello Gyus, How does car spawn work? I laid the car spawn on my road but there is no cars.What can I do?:o

I got a problem I want load water at water tower. I put pick up water as command every time my loco get to the tower the loco do not stop but go on the next stop. My tender is empty. How can I solve this?:(
