You are not alone. It was a puzzle to me for a while as well.

If you are a Gold Subscriber then selecting Store will show all the DLC that you can download and install with an Install button.

Maximize the Trainz Content window or drag its right edge further to the right. The Search box will appear to the left of the Store icon.

HD terrain is not pointless. It works perfectly well in Trainz Plus. Just because it doesn't work in TRS22 without "dumbing down" is no reason to dismiss it. There are routes on the DLS that are built with HD terrain that are intended for Trainz Plus users, not for TRS22 users.
