I just bought trs19 and I can't figure out how to place a train on the tracks I'm clicking and nothing is happening what do I do

I didn't know where else to post this so i posting it here. I need to know if that graphics card is able to run trs19 i have all the other system requirements and that's the cheapest graphics card I could find.
