The best way to use the embankment would be to follow the track and its splines exactly, pinning the spline point heights and straightening as necessary. Where the track or embankment is too high between the spline points, add another sline point to the embakment and raise or lower accordingly...
I use <kuid:211147:37104> j_embankment GG_2_GS 1/1.5 0-5m 1t and <kuid2:211147:37109:1> j_embankment GG_2_YS_Grass 1/1.5 0-5m 1t . There are many embankments in this set some may suit your needs better than these.

Where the smoothing tool makes embankments and cuttings too wide, I use an embankment spline under the track corresponding to the track spline points with the same straightening as the track. I then use the ruler to measure 21.5 metres or so from the centre of the track at each spline point. I...
Make sure you open the route to edit using "Edit Route" and not by "edit session". Edit session is for placing trains and using commands. When asked to Save the session or overwrite session after working on the route always do so as information may otherwise be lost. You will be asked to save...
Save the new route and session and then modify the config of the session in Manage Content. Change the map-kuid value to the kuid of the original route, save the config file and exit. The session will now be listed with the original route in Driver/Surveyor on the main menu of the game.

I reduced the file size of the Main West route by converting baseboards away from the track to 10m grid. Boards that have track are 5m grid as it is better for sculpting terrain. Saved about 800mb from that whopper. TurfFX only has a small size overhead of about 100mb per layer.
