That is what Phil is saying. Unlike a normal asset, the config.txt file of a route is populated with dependencies from the layout. You can change that number, but after a DBR, it will be back saying the 127 is missing, because that is what it sees in the layout.

Could you maybe post shots of the fire station and billboard so we can substitute or clone something that fits? Or maybe post the KUID of the original fire station and billboard?
Sounds like you might do well with a first class ticket from the Trainz Store. Starting at just a few dollars, it will download that 120MB in less than a minute.
Don't even click on the download button. Right click it and select save link as. It will download the asset without popping up ads that are often sketchy.
It seems you can try backdating the build to 4.4 and it will change to a warning, but if it uses LOD that will cause a different error because it has to be 4.6 for LOD.
Another possibility is if there is a sternwheeler riverboat on the route. There was one on a route I had years ago and that banjo noise filled the whole route. You can find the steamboat asset and either edit the .wav file down to nothing or remove it completely.
