Did the vehicle carrying the locomotive move under its own power? There's a cab (I think) on one side but except for the front loader pushing it, I don't see any powered vehicles attached to the vehicle. Bad news in the video, a set of wheels collapsed while moving across the tracks.

No, that little Bobcat is pulling it... I kid.

Most likely there is a big diesel prime mover powering a hydraulic system which in turn powers the wheels. Then the whole thing is operated by an operator walking with it or something similar if there is no truck cab. I don't know, I'd have to watch the video. That is at least common in moving buildings these days. Look at the center hubs on the wheels, some have a much larger hub, and I think those are the powered axles.
