Real quick Q: Which side of a steam loco is positioned in front of the other? I know that the drive sets are 90 deg out of phase, giving us 4 exhausts per rev, but which side goes first?
 
Which ever way the drivers were set up. Its my understanding some roads preferred the left one to chuff first others the right. Either way is equally efficient of course.

I seem to remember reading somewhere (eons ago, lol) the PRR did it the opposite of most everyone else but which way they did it is a tossup.

An articulated could have the front set quartered one way and the rear set quartered the other. Be weird and I seriously doubt any were ever done that way but unless I'm missing something (entirely possible of course) it would work.

Hummm - wonder what effect that would have on the operation of the power reverse system.
