Ground Textures Shine Far Away

I've been experimenting with the TransDEM orthoimage painting of the terrain and have noticed that once a textured ground surface is far away (> 2km) from your viewing point, the ground textures take on specularity regardless of the alpha channel in the normal texture file. This can only be seen from certain angles depending on the sun position. I have used both the TransDEM ground textures as well as many of the built-in textures and the result is the same. The textures I have used have a pure white alpha for the diffuse texture and a pure black alpha for the normal texture. They do work properly when the viewing position is closer. I've run out of things to try. Any thoughts?
