She has stopped and is about to back a string of empties into Legacy Farmers Coop. Fostorians must HATE this as it can take several back and forths to accomplish.

You are mistaken if you think the bulk grain train itself shunts into the Legacy Farmer stub ends this way, in and out repetitively. Not only would it mean blocking this major Norfolk-Southern mainline, mis-casting the road crew, and block Columbus Ave, but also the west and east diamond with CSX as well. No way. If you look at the Fostoria cams, you'll never see this.

What really happens is the bulk grain train drops the full string in one of the sidings that parallel the mainline to the west - one the sidings that parallel to Findlay street. A switcher then shunts about 10 hoppers at a time across Findlay street to the Legacy stub ends. There is a switching lead track paralleling the mainline on the north side of the stubs that accompanies the main lines across Findlay St. The switcher uses this lead and only burdens/blocks South Union street, which as you know, has an alternate bypass under the tracks. Both diamond with CSX and Columbus Ave are kept clear. The Findlay street interruptions are quick, only a 10 car wait.

Its a lot of shunting, admittedly, but Legacy cannot enjoy access to the sidings or mains from boths sides because there are other properties to its west side, and therefore all traffic comes in the east side.

You can make that your first scenario!
