Where can I find this KUID?

Did you check the kuid index on the Trainz Forge site? They have index of all their stuff, not mention that usually any download link for an individual item sometimes has a second link for dependencies.
 
The updated version is on the Download Station <kuid2:648132:101792:1> EMD Early F Unit Interior. it's build 4.6 so need TANE or TRS19.

You need a registered version of Trainz to download it though, it should show your Trainz versions next to your username. Need to sort that out as people will not help unregistered users for obvious reasons although sometimes the automatic registration doesn't show on the forum in which case contact the Helpdesk, link at top of forum.
 
You should get your version registered. We don't know what version you have. But yes, 4.6 is the base version for 2019. T:ANE is 4.5.
