Is there a list of DLS Upload requirements somewhere?

Here's an email I received.

<kuid:151329:100007> : The texture '40ft_boxcar_shadow/black.tga' is a uniform color.
<kuid:151329:100006> : The texture '40ft_boxcar_shadow/black.tga' is a uniform color.

I submitted the same question to the Helpdesk and I'll probably get yelled at for posting here too, but it was set at low priority and my last submission still hasn't been answered.

The boxcar I uploaded showed no errors in CCP 3.6. I'm not going to bother asking why a uniform color is a bad thing.

That's odd, I've received the same warning before, but it did not stop the upload.

So you don't know of any list of requirements? I guess it's just hit or miss?

Because for uniform colors, it's more efficient to use a m.notex (http://online.ts2009.com/mediaWiki/index.php5/M.notex) material instead of a texture file.
