That would probably be because that was a beta made by Lilb that was uploaded without his permission, so the dependencies aren't even available yet.

lilb will have a new beta version available pretty soon. If you follow this thread, http://forums.auran.com/trainz/showthread.php?t=70859 , you be able to be part of the beta testing of the loco.

The one that was uploaded to the dls was not a finished model and had a number of problems besides missing dependencies. Fortunately it has been removed by Auran at lilb's request.
