I too have used a combination of track plans and layouts - more with an eye to memory rate - a 1930's, 40's or 50's trackplan combined with 19th century town/village plans means less 'dressing'. Have you seen my 'sussex' range of buildings on the DLS and those recent editions by shoves very useful for the period setting.
Also if you are not too much of a stickler for the period/date accuracy there are a couple of additional loops and sidings that were added during the 39 - 45 period as temporary measures.
I seem to recall having seen trains crossing the viaduct at West Meon - I went to school at Westbury House (early 60's) - my parents ran The George Inn, in East Meon.
