I dont really have much experience with the layer issues but if that didnt work id just try deleting the item quick and reinstalling to see if that fixes anything.

I try not to mess with layers on my routes for this reason....and i still havent had something like this happen to me since I've had 2012 so im doing something right I guess.

Very nice shots metra, although I think a little bit of dirt mixed with the JR Ballast would look better, especially inbetween the two sets of track group.
