I'm not sure where I got it from , so all of the above suggestion are vary good starting points . BUT ???
If this is the car you are referring too ? Or is the car pictured ?
It is ( GATX Tank GATC 1000 (black) ) by simulatortrain
This may be in the the session for Coal Country at K&L
Two thoughts .................. The poster of the shots is know to do his own re-skins , And post content that isn't available yet . So it may not be something that he wants to release at this time .
And that it could be in a up coming release at JR , I hope my ramble helped
