Color Effect layer issue

I have an issue with using the Color effect layer. I have followed the instructions. Using the brush tool I drop down and select "Color Effect - color" layer. I then click on the Color preview window. The illustration in the instructions show that I should get three vertical windows - Red, Green, and Blue where I can insert numbers between 0 and 1. Instead I get the following as shown in the picture below. What am I doing wrong?

Looks like the instructions aren't keeping up with the programmers. I'd prefer the popup color picker to RGB sliders. You are just picking the color of the tint the effect is adding after all.
