Passenger train won't load or unload passengers

You don't have to be "tech able". There are many assets that follow the "industry enabled" (loading and unloading) rules and work as intended.

Many of the ones that don't are older assets, created before "industry enabled" features were added to Trainz. They are kept on the system for a variety of reasons including being in "common use". Not everyone who uses Trainz wants cars loading and unloading at stations, industries, etc. Other newer assets were created without the "industry enabled" features, sometimes because their creator was not interested in adding the feature (it can be a lot of extra work with meshes, textures, scripts, etc).

I think it's reasonable to assume most users of a train simulator would like to see passengers loaded at stations. There must be some scripting issue as to why use of the MC Stops and Timetable rule no longer seems to achieve this in the latest build.

This is possible. TRS22 is very strict with rules and has put the damper and kibosh on many of them at least for now. Many of the older scripts did things that weren't always kosher causing instability and performance problems for us, or worse crashes. Since the last version came out, what were once warnings have now become faults.
