Well well well...after posting that I reset Nvidia and chose an idiot setting on 3d, changed TRS to Vsync OFF. Seems to smooth out much more.
'Can't shake it...it shakes me. Now I'm not sure I ever saw the sim without stutter. Really thought at some point with shadows and water low, shaders normal, clutter but no Turfx, it ran well. Was messing with the Nvidia settings to try to calm the GPU down, and now I can't get back. For the past two days, it's been step-by-step, try this setting or combination of settings, run the sim, etc. Search on the internet has not revealed a magic bullet.
There was a plan for a new PC back in 2020, still on hold. So, a little while longer, a little stutter.'
