My GPU usage is at 100% What the hell is the game doing? There's also a spinning circle on the content store and manager.
Im scared to force quit the game.

It appears that Trainz is attempting to load content, and it is taking a while to complete. You may need to let it sit, and complete the tasks being asked of it, whilst it does this. Note that if you have content being installed through the Content Store or Content Manager, then this may cause Trainz to run slower whilst the content is being installed.
