Red Blinking Junction

As the title asks what's going on with the red blinking junction radius? They are the same height as nearby junctions but if I raise or lower them by -0.01 or 0.01 they stop blinking. I've evened nudged them a tad but they still blink. I don't think they harm anything but it's just irritating. Thanks.
