Reskinning with blender

Is reskinning an asset with Blender possible? I'm considering using Blender as a free reskinning alternative to the EXPENSIVE Adobe Substance Painter. Substance Painter does look nice, HOWEVER $65.99cdn a month is far too expensive.
 
Probably not. Since you'd need access to source mesh files in order to get it into Blender unless you are willing to use a program to rip the model from the game while running. For your reskinning needs I would suggest just using paint.net since it is free and has several neat things like layers, support for many formats, plugins, etc.
 
You can not reskin from the old materials to the new PBR materials as you must have the mesh to change the material type, this is coded into the mesh file.
