If not you purchase '22 from the store, or get subscription. (see link John offered above for a TRAINZ PLUS special subscription deal to get access to beta version now and keep it after having subscription for one year.) NV3 does not provide '22 is not an "upgrade" of '19. It is a "new" product so you must pay or subscribe.
