Payware locomotives now included in DLCs?

Today I purchased a few locomotives of yours but I couldn't install two of them because they are already installed as "Packaged" (being used in sessions of "West from Denver" DLC route)! They are:

Why is this happening?

You don't own the locos that the DLC package has unless you have it installed. If you remove the Denver package the locos will also be removed. But as you have bought the locos they will remain active without the Denver route.

Yeah, I had this happen too, purchased several JR locos and then installed routes that came with TRS19...and there they are. Kind of let down that I spent money on included locos, but then I think "how many free locos, signs and buildings of JR I have DL'd?"
